I've tried this without mods and the same issue occurs. I have mods but, I don't have anything that would effect the sliders. I can't change the breast size to larger or smother more than about half an inch before it stops, and after the recent update it's gotten even worse. For context I'm a young woman who's chest is above a DD, and in prior updates a sim could be up to an E without issues but, ever since the skin tone update it seems like the breast slider gets tighter and tighter to a point where I can't actually make myself in the game at all anymore.
